About this practice

What This Practice Does

Student Support: Enabling the Learner Journey gives registered training organisations (RTOs) and community education providers a comprehensive; evidence-based system for wrapping effective support around every learner — from first contact before enrolment through to qualification completion and transition out.

Based on a national research study by the National Centre for Vocational Education Research (NCVER 2025); this practice draws on case studies of eight high-performing Australian RTOs to identify what actually makes student support work in practice.

The Problem It Solves

Less than 50% of VET qualifications commenced in 2019 were completed (NCVER 2024). Behind that statistic are thousands of learners who dropped out — many of whom could have succeeded with better support. This practice gives your organisation the frameworks; tools and processes to change that.

The Six Elements

The practice is built around six interconnected elements that were consistently present in high-performing RTOs:

  1. Whole-of-institution approach — every staff member plays a role
  2. Early engagement — front-load support in the critical first six weeks
  3. Quality training by caring experts — the trainer relationship is the most powerful support factor
  4. Continuity of support — consistent staff from enrolment to completion
  5. Holistic and individualised support — address the whole person
  6. Strong relationship-building — trust is the foundation of everything

Target population

VET learners across all qualification levels and delivery modes in Australia — with specific focus on priority cohorts who face compounding barriers to completion:

  • Aboriginal and Torres Strait Islander learners
  • Culturally and Linguistically Diverse (CALD) learners and EAL/D learners
  • Learners with disability or chronic health conditions
  • Learners from low socioeconomic backgrounds
  • Learners in regional; remote and very remote locations
  • Mature-age learners and young people (15–24) returning to education

The practice is designed for any learner undertaking a VET qualification — Certificate I through Advanced Diploma — delivered by an RTO; TAFE; industry association; community education provider or enterprise RTO.
